It's been a while since I've been to Tokyo's Ueno Park, but I don't remember this many homeless encampments, their blue tarp tents unmistakable. (At the risk of trivializing it, it's interesting to note that here in Japan, even homelessness has a uniformity to it.)

we were just in ueno this evening. and i too noticed more homeless, that they had spread out into new parts of the park. maki says the city made a bunch of homeless folks in shinjuku move - and they ended up in ueno, expanding into the trees.

I went to Ueno this week. I accidentally went into the back alley, it was really dark and full of those tents. I thought it was garbage dump but I heard radio from one of them, so I realized it was homeless people's home (we shouldn't call them homeless then).

I think there are places where homelesses are allowed and not allowed. There aren't any near the imperial palace; the guards shoo them away. At least they can live in peace in Ueno.
